By default, your store is set up to allow different billing and shipping addresses on customer orders. You can decide how these address fields are displayed at Settings > Config Variables > Checkout Variables, by using the values Always Display Shipping and Billing Addresses Fields and Allow Different Shipping and Billing Addresses.

When Allow Different Shipping and Billing Addresses is not selected, the Always Display Shipping and Billing Addresses Fields variable is irrelevant. In this case, the drop-down menu in the Shipping Information section will only have one selection: My Billing Address.

When Allow Different Shipping and Billing Addresses is enabled, the Always Display Shipping and Billing Addresses Fields variable configuration changes the checkout page display. When it's also enabled, the shipping address fields remain expanded by default for both new and returning customers.

Note that returning customers also have the My Saved Shipping Addresses menu. If you disable the Always Display Shipping and Billing Addresses Fields variable, there is no change for returning customers. But for new customers, the Ship To drop-down menu contains a second option: A Different Address, which expands the shipping address fields.
